“During the meeting of the commission, it was emphasized that the health standards and regulations for the retail sale of drugs from the origin of licensed pharmacies through online platforms and By publishing and communicating the list of illegal drugs and separating prescription and non-prescription (OTC) drugs, as well as the possibility of platforms accessing the drug tracking and authentication system (TTAC) within one month, compiled in the Ministry of Health, Treatment and Medical Education and after the plan in the working group special for the digital economy and the opinion of the members should be announced.
The spokesman of the 90th principle committee of the parliament continued: “In this meeting, it was decided that the flaws in the draft regulation under Article 8 of the Board of Ministers should be corrected by focusing on the centrality of knowledge-based companies in the operator layer and preventing the creation of a monopoly for certain groups, and it would be approved within a month. Regarding the creation of a framework to eliminate monopoly and create a competitive environment in pharmaceutical services, Khezrian also said: “The exclusive license for home delivery of medicine was granted to Day Insurance Company in terms of not registering the license in the National License Portal, contrary to Note 2, Article 1 of the Business Licensing Facilitation Law.” Approved 2021 and in terms of refusing to issue licenses to other businesses applying for the same service, it was recognized as subject to Note 2 of Article 7 of 2020 Amendment of the Law on Implementation of General Policies, Article 44 of the Constitution.
Therefore, it was decided that the granted license should be returned or the possibility of providing services in accordance with Note 2, Article 8 of the Council of Ministers Regulations, in an equal and non-exclusive manner, for all applicant businesses that have the conditions and eligibility to deliver medicine, to the members of the society.
