The government intends to make the bread and flour subsidy smart, and in this regard, it has launched a system called Nazar.ir.
Mohammad Jalal, the spokesperson of the flour and bread subsidy smart plan, in addition to providing explanations about this plan, he also mentioned the issue of bread pricing on online platforms.
The supply of bread in online platforms was another topic that was raised in this program. Recently, there have been complaints about the price of bread offered on internet platforms, and in this regard, Jalal announced the development of a plan for the internet supply of bread in the market regulation working group of the Ministry of Silence and said:
“About the internet supply of bread, we have held detailed meetings with our colleagues in the ministry. We have industry, mining, and trade, and decisions have been made regarding the preparation of a preliminary plan, which is in the process of being approved by the market regulation working group.”
According to him, the text of this plan will be finalized within the next one or two weeks and will be approved by the market regulation working group. This plan will come into force after its approval, and the Ministry of Privacy will monitor its implementation process.
The spokesperson of the flour and bread subsidy smart plan explained the framework for the price of bread in the internet supply as follows:
The general structure of online bread sales is such that it is supported if it happens from non-subsidized bakeries. That is, if this internet supply is through bakeries that receive non-subsidized flour, the providers of these services can also rate the bread themselves based on their marketing capacity.
He went on to clarify that regarding the bakeries that have subsidized flour, the Ministry of Security emphasizes that the price of bread should not have any difference with the price of public supply to the people.
Mohammad Jalal stated that these platforms can charge users a fee for providing value-added services, such as packaging, transportation, delivery and standing in line, and pointed out that bakeries should not buy online from online platforms outside of Take turns:
A user who visits a bakery on behalf of people who are buying bread online from home must stand in line and make the purchase. It is a violation of people’s rights and it is not approved that people are standing in line and someone buys bread out of order due to online shopping.

Jalal pointed to the measures being taken by the Ministry of Health in order to make the flour and bread subsidy smarter and stated in the explanation of one of the systems: “The infrastructure for sharing the shopping experience has been provided in the area of buying bread. When the electronic transactions of bread purchase are done using smart cards, people can view the list of all bread purchase transactions by date and bakery specifications by referring to the Nazar.ir system after registration.
In the continuation of the bill, it is possible for them to rate the bakers according to their opinion and according to the quality of the bread provided, and record the strengths and weaknesses in the shopping experience.

Currently, 12 million daily transactions of buying bread are made by people. These transactions can be seen in the form of purchase records, and after applying people’s opinions on these bills, the data is aggregated, and when the opinions reach an acceptable volume for reliance, the system performs an analysis that the positive or negative of these opinions can be directly in the system. With the implementation of this plan, 1.5 million tons of subsidized flour will be saved, which in terms of value is equivalent to 27 thousand billion tomans and is equivalent to the bread consumption needs of 20 million people in a year.”
