According to the IDEA, the Communications Regulatory Commission was elected as the responsible for issuing licenses for all communication services, information technology services, intelligence and messengers.

During the review of the bill of the 7th Development Plan, the representatives of the Islamic Council approved the additional clause 2 of article 66 of this bill. With the approval of this paragraph, the Communications Regulatory Commission is responsible for issuing licenses for all communication services, information technology and intelligence services, and messaging platforms.

This commission should also compile and approve the tariff tables and subscription rights within the framework of the laws and regulations of the country.

Also, the determination of crimes caused by violation of legal obligations must be approved by the Cabinet with the proposal of the Minister of Communications and Information Technology.

The Executive Regulations related to the duties and working methods of the Communications Regulatory Commission of 2004 were approved by the Board of Ministers. The members of this commission are the Minister of Communications, the head of the Regulatory and Radio Communications Organization, a representative of the country’s management and planning organization, a representative of the Ministry of Economy and three experts in economic development, communications or information technology.

It should be mentioned that the review of the seventh development program bill continues in the parliament and after the approval of all its articles, it will be sent to the Guardian Council for review and approval. If the Guardian Council agrees with this bill, its provisions will be implemented as law.

This is while, according to many experts, the 7th development plan should deal with development issues and the plan of things like setting up people’s life monitoring system, filtering, etc. has no place in this plan.
