Subcategories of the Ministry of Communications and Information Technology have an income of more than 441 million dollars this year, of which more than 400 million dollars come from the activities of the Regulatory Organization and Radio Communications.
According to Iran digital economy annotation, the income tables of this year’s budget bill show that the Radio Communications and Regulatory Organization provides nearly 93% of the revenues related to the communications sector, among which, the share of the “Network royalties and fines for non-fulfillment of obligations” revenue is 383 million dollors.
Among other regulatory revenue lines, we can mention naming, organization’s share royalties, the right to use radio frequency, and the increase of 40 rials in the price of each SMS, for which 15 million dollors of income is expected this year. In previous years, 30 rials were added to the price of each text message, but this year another 10 rials have been added to this figure, which is related to clause “Sh” of Article 72 of the Youth Law. In this section of the law, it is prepared: “The user of the telecommunication service provider’s packages will receive ten (10) rials from the user of the said service in addition to the price of each SMS and be included in the sources of this law.”
The approved tariff for each SMS is from 88 to 294 Rials, depending on the operator, whether the text is Farsi or English, and the type of SIM card.
After the regulation and by a long distance, two infrastructure companies and Postbank are in terms of income, and after them it is the turn of the Space Organization and the Space Research Institute. The Ministry’s Science and Technology Park, ICT Research Institute and Payam Airport are also in the next ranks, whose total income does not reach 9.5 million dollors.
Public companies
Under the Ministry of Communications, there are four companies and one organization, all of which are classified as profit-making government companies, although one company and one organization will not make a profit; But they are not unprofitable either.
According to what is stated in the tables of the budget bill, the National Post Company and the Information Technology Organization are breaking even in terms of expenses and income and have no profit or loss. This situation is usually repeated every year. However, the post company is facing accumulated losses and a number has been considered for it in the income rows.
The most profitable company under the Ministry of ICT is Infrastructure Communications Company, which will make a profit of less than 19 million dollors. The infrastructure company has faced a decrease in profits in recent years.
Postbank is a company under the Ministry of Communications, which will make a profit of about 7 million dollors this year, and finally there is a joint-stock company of air mail and telecommunication services (PAYAM), which will make a little more than 421 thousand dollars in profit.
All companies that are considered profitable pay 50% of their profits to the government.
As in previous years, a revenue line entitled “Licences issued by the Supreme Council of Cyberspace” has been considered for the National Center of Cyberspace and its figure is 9 thousand and 500 dollars as in previous years.
A special case
In addition to the revenues that the Ministry of Communications and its subsidiaries have from the field of ICT and mainly from the activities of operators, there is another item that is related to the Atomic Energy Organization. Next year, the Atomic Energy Organization will receive a fee from the operators for issuing the radiation approval of mobile phone antennas.
According to Table 16 of the budget bill, the Atomic Energy Organization receives 960 dollors from each operator for “issuing a license to ensure the safety of mobile phone operators’ activities (one year with one inspection)”.
