Now the head of the e-commerce development center has also joined this wave and says that it is necessary to create a mechanism for the transparency of mobile imports.

He emphasizes that setting up the system and closely monitoring it is not necessarily the job of the government, and the private sector can take over a large part of this process based on established protocols and laws. This government official believes that the process of creating a transparency system for mobile imports can also be formed with the new model of data governance and with the help of private sector guilds so that the public benefit for the society will happen.

Amin Kolahdoozan, the head of the e-commerce development center, pointed out that important decisions in economic fields should be made based on data so that it is both more accurate and can be interpreted and checked: “There are two general concepts in data-driven governance. One is that the government itself creates a series of systems and people fill in their information in those systems.
This method helped a lot in the development of a series of strategies in the nineties in Iran, and many systems were created, such as the comprehensive system of electronic commerce, pharmaceutical systems, Hamta, etc.
This method, however, has a weakness, and that is that the government cannot be as agile as the market changes. Therefore, there is another idea in data governance, which is that the government trusts non-governmental platforms and platforms and sets a series of rules so that data can be sent to government institutions under certain conditions. Just like the PSP companies that cooperate with the central bank, and they were allowed to deal with the end users or the people according to the rules, and a healthy competitive market without monopolies was created.
There is no prohibition to provide mobile import information

The head of the e-Commerce Development Center stated that the promotion of such a system definitely requires the cooperation of the private sector as an effective element in it: “Suppose our telecommunication policies continue to proceed like in the 80s, when zero to one hundred were in the hands of the government. At that time, people had to wait a year to get a SIM card or fixed line, but with the entry of private companies into this field, the rule of thumb changed, and now the penetration rate of mobile phones in the country has reached over 100%.”
“We should allow e-businesses to play a role in this operation and create a system with government standards and even undertake the regulatory part themselves. The government does not need to regulate everything, for example, we have 25,000 mobile phone seller guilds that cannot meet their individual needs, but the relevant unions can form this relationship constructively with these guilds and have the ability to organize.”
The private sector should play a role in creating and managing the systems
The head of the e-commerce development center believes that the systems should be removed from the single-layer mode and become two-layer and three-layer systems. Kolahdoozan believes that this process creates complete transparency and that private organizations become prominent: “The request of the Mobile Importers Association is a rightful request and the government must respond to it, but we intend to respond to it with an up-to-date and modern response and with governance policies. The new data must match. They want to have the import information and the information is not confidential.”
“This interaction is beneficial for everyone and the association itself can play a prominent role in launching this path. The Mobile Importers Association and the Mobile Distributors Commission and the Telecommunication Devices Union should take part and help the government, and based on my knowledge, they are willing to cooperate. “Basically, it should be said that the dialogue between the private sector and the government usually leads to the conclusion that a public interest of society occurs.”

Kolahdoozan emphasizes that the mobile import transparency system should not be a centralized and single system and should be in the hands of a private or government institution. To explain his speech, he pointed to the issue of the country’s payment network and said: “You can use dozens of applications for online payment, but in the end, the central bank sends a text message to the user to deduct the bank account. The operation performed by the user can be done from different ports, but the final response is received from a center.”
“Such a process is also envisaged in the system we are considering to set up the mobile import transparency system. This issue can greatly contribute to the transparency of the country’s mobile market, and after purchasing a mobile phone, users can inquire about the details of the import of their mobile phone with any system and application launched by the private sector and receive the main answer from a center.”
