The number of decision-making centers shows the weakness of the system

The head of the National Center for Cyberspace considered the existence of multiple centers to make decisions about cyberspace and the involvement of these centers in all daily events as a sign of the weakness of the system and emphasized the need to correct this issue.

According to the IDEA, the fourth event of Iran Digital Week started today (November 9). On the first day of this event, Mohammad Amin Aghamiri, the head of the National Center and the Secretary of the Supreme Council of Cyberspace, said about the number of decision-making centers in the ICT field: “There are many cases in the ICT field and various institutions are involved, which shows the weakness of the system.” The system should be modified so that many problems are solved routinely and with the dynamics of this space, and there is no need for the special entry of institutions and managers to solve it.

Emphasizing that intelligence is one of the main priorities, Aghamiri said: This topic is also mentioned in the strategic document of virtual space, and for example, we must achieve this intelligence in the agriculture, water and energy industries. The challenge we have in this matter is that the traditional sector is engaged in intelligentization, while innovative institutions should be involved in this matter. I believe that we should be able to reach this goal on a case-by-case basis.

The head of the National Center for Cyber ​​Space also said about the National Information Network: The discussion of the National Information Network became more serious since 10 years ago, and until today, various reports have been given about it in different periods. The National Information Network for the general public is still a black box that still has many doubts and ambiguities around it.

He added: The National Information Network is a national project that has major applications at the infrastructure level. Some of these cases have already been developed and their policies have been implemented, and some features have not yet been implemented and no laws have been developed about them.

Networking and filtering

The secretary of the Supreme Council of Cyberspace said in a gathering of journalists about the President’s order to investigate the causes of the network’s slowness: We have started the work. Regarding the quality of the network that the president ordered, it is followed up very intensively. Its effects can be seen in some indicators. The Ministry of Communications has given a series of programs that are under review. I hope we can provide the desired quality to the people.

He continued: Regarding blocking policies, all the decision-makers and actors in the field have entered and we are investigating.

Mr. Aghamiri, in response to the question, don’t you think this review has been long? He said: It has not been long. It is being checked.

He also said about the review of the filtering situation: We are reviewing the blocking policies and there is nothing like this. The example discussion is related to the working group in which various members of the government and parliament are present.

Mehdi Rouhaninejad, the strategic deputy of the Radio Communications Regulatory Organization, also said in this ceremony: We thought that the private sector would not enter the optical fiber project; But now 30% of the financial resources have been provided by the government and the rest by the private sector. Many IT and Internet companies are concerned about human resources. This indicates the existence of demand in the market and is hopeful.

He added: We studied France as a model. From 2012 to 2022, it carried out the optical fiber project, and now that it has been completed, 80% of the people have access to the Internet at an average speed of more than 25 megabytes. We have also set a goal to reach 30 megabytes of Internet speed by the end of the 13th government.
