Satellite internet, the head of the Radio Regulatory Organization announced preparations for the start of cooperation with companies in the field of providing communication services on the satellite platform.
According to the IDEA, Amir Lajevardi, the head of the Radio Communications Regulatory Organization, has announced the effort to cooperate with various companies to provide communication services on the satellite platform. Lajevardi has also announced Iran’s readiness to cooperate with SpaceX in order to activate Starlink in Iran.
The emergence of satellite internet and its expansion in the world caused the institutions and officials of the country, especially the officials in the field of communication, to try to legalize and frame the satellite internet in the country. The head of the regulatory organization gave a brief description of these efforts and explained:
Regarding satellite internet, there are rules that have been approved by the Supreme Council of Cyberspace. After the Minister of Communications spoke about welcoming satellite internet activities in the country such as Starlink (SpaceX) services in June 2023, the Radio Communications Regulatory Organization issued a call for companies that are ready to provide satellite-based communication services to announce their readiness.
According to him, with this invitation, the companies that are active in this field and have the possibility to provide communication services on the satellite platform, participated in the call to serve the users in compliance with the territorial laws and rights: “So far, we have had applicants in this regard and we are preparing the preparations. We are related to the beginning of cooperation.”
Stating that it is currently not clear when satellite internet will be available, the Deputy Minister of Communications announced the start of initial tests of satellite internet and said: “The process of providing this service is related to the type of cooperation of the service provider operator. Now, we are in the stage of initial tests of the service with the operator who is a provider of satellite internet and has expressed his desire to cooperate by participating in the call.”
Another discussion that has been raised especially in the last two weeks is determining the terms and conditions for the activation of Starlink satellite internet in Iran. In addition to the condition of observing territorial rules and maintaining public interests for Starlink’s activity in Iran, which was recommended in the report of the Majlis Research Center, now the International Telecommunication Union has also obliged Starlink to cooperate with Iran.
How was this decision issued and how did the Ministry of Communications follow up on this matter from the ITU? Amir Lajevardi explained:
We raised issues with the Radio Regulations Board (RRB), which is a subsidiary of the International Telecommunication Union (ITU). In the first session of April 1402, we presented the initial documents regarding the activities of SpaceX in Iran to RRB and requested the cooperation of this company and this service with the Islamic Republic of Iran. In this meeting, the Radio Regulatory Board asked us to provide more detailed documents and information for the next meeting.
According to the head of the regulator, these documents have been collected with the cooperation of various devices and submitted to the Radio Regulatory Board. Finally, in the third meeting of this committee, it was decided: “Both SpaceX and the country registering the satellite systems should immediately cooperate with the Islamic Republic of Iran.” Along with this task, they raised questions in Norway and America that they need to answer.”
Also, Lajevardi emphasized: “A large part of the documents we presented to this union is related to international laws, and since this activity started without coordination and cooperation between the two countries, it is considered a violation of the laws.”
According to what is stated in the international laws, a company that requests to send a satellite into space or wants to carry out activities outside the atmosphere, especially in the field of signaling, must obtain permits from both its own government and from international authorities, and its authorities and levels of activity.
