The news that the protection plan is on the agenda has been accompanied by different reactions in the media and cyberspace; But the parliamentarians have stated that they are not aware of this issue and even some of them consider this action to be impossible.
According to Iran digital eeconomy annotation, the weekly agenda of the parliament shows that “the plan to protect the rights of users in the cyberspace and organize social messengers” will soon go to the public floor of the parliament; However, Gholamreza Nouri Ghezeljeh, a member of the joint commission for the review of the protection plan, completely rejected the inclusion of this plan in the agenda and said: The protection plan cannot be brought up again, because if this commission had an official meeting, it should have been brought up in the open floor of the parliament. As a member of the joint commission, I say that this commission did not have any meeting in this regard that could even reach a decision and bring that decision to the parliament. Therefore, the plan to protect users is irrelevant and will not be discussed
Parliament members had previously agreed to review the protection plan based on Article 85 of the Constitution. Based on this principle, the parliament can entrust the review and approval of plans and bills to one of its commissions, and the final resolution will be implemented on a trial basis after the approval of the Guardian Council.
But the review of the protection plan in the joint commission that was formed for it remained unfinished and this plan did not become a law. Now, some representatives are not willing to comment on the protection plan due to the examination of the specialized commission, and some others say they are unaware of its fate. Among others, Mousa Ghazanfarian, the head of the Parliament’s Judicial and Legal Commission, said: “I don’t know, I have no information.”
Also, Moeinuddin Saeedi, an independent member of the parliament, expressing his concern about the 85th issue of this plan while being unaware of the inclusion of the protection plan in the agenda, said: I have also heard about this issue from the news and in the last days of this parliament, it is a strange issue. In my opinion, if this plan is good and appropriate, it is better to postpone it to the next parliament.
He added: “We are worried about the 85th of this plan.” We have a very bitter experience of plans that were included in Article 85, and one of these plans is the discussion of the youth of the population. If something like this is going to happen, it should be done publicly so that the people can give their opinion, and not be investigated in the hidden layers inside the parliament without taking into account the considerations of the society. I feel that sometimes it is deliberate to make people feel bad. Fortunately, the protection plan was not on today’s agenda, and we hope that the return of the protection plan to the agenda of the parliament will not happen in the 11th parliament.
Ahmad Hossein Fallahi, the vice president and secretary of artificial intelligence fraction, also expressed his ignorance and said: the agenda of the parliament is with the speaker of the parliament and he decides whether to return or not. The protection plan has been approved in the parliament. The protection plan or cyber space law only wants to specify its time. Because it is a specialized commission and a part of it is approved in the virtual supreme council in the parliament only for that time, three years, five years or seven years. This decision also does not need much time and they can collect this issue in a few minutes.
