According to Iran digital economy annotation, the Parliament Research Center published a report titled “Evaluation of the ecosystem of advanced air transportation systems” in which the requirements of innovative and technological development of the country’s general aviation ecosystem are mentioned.
In this report, it was pointed out that although the creation and development of knowledge in this field is acceptable in Iran and good capacities are predicted in the path of market formation in the field of general aviation, but the development of public transportation is weak from the point of view of attractiveness for the industry and demand, which some The reasons can be the challenges and limitations facing this industry and the authorities’ lack of familiarity with this field.
There is intelligence in many levels of advanced air transportation systems, and it can be said that this industry has undergone tremendous changes in transportation, infrastructure utilization, cost reduction, capacity improvement, safety, security, quality productivity, and air traffic management in the world because of this.
The different structure of the value chain of advanced air transportation systems requires the consideration of intelligent transportation capacities in order to reduce the costs of manpower and obtain the maximum share of the market and value creation by providing new services. This is achieved with the help of tools such as emerging technologies, cyber security, artificial intelligence, machine learning and autonomous systems.
The proposal of the aerial biosphere under the title of intra-urban air transportation systems was proposed as an innovative and efficient solution to solve the challenges of urbanization in 2018 and is being implemented in all parts of the world. This industry covers a wide range of operational concepts such as emergency medical missions, logistics, or surveillance as examples of services other than the transportation of passengers and goods. These operational concepts have provided opportunities for a variety of actors to enter the market in order to produce and provide services.
In the world, China and America have the main competition in attracting the market of advanced air transportation systems. The manifestation of this issue can be seen in the field of electric cars, where China has a better perspective than America in this field.
The capacities and limitations of this field
According to the report published by the Parliament Research Center, in general, some of the most important capacities that are the basis for the development of advanced air transportation systems in Iran include strengthening knowledge-based employment in the field of aviation industry and presence in the value chain, increasing quality and access to services. General social issues such as dealing with crises and natural disasters, air emergencies and speeding up emergency operations.
In addition to this, significant capacities in air tourism (especially creating attractions, facilitating access to tourist areas and reducing transportation time for foreign tourists with the aim of promoting travel to Iran) and completing a part of the domestic flight network and improving pole and satellite services and increasing productivity The infrastructure of general aviation airports is one of the other capacities for the development of Iran’s aviation system.
In the meantime, there are also a set of limitations in the development of the ecosystem of advanced air transportation systems.
There is. Some of these limitations are: lack of familiarity and priority of the issue by policy makers, lack of recognition of the benefits and costs of opportunities, ecological considerations and characteristics of the country, economic challenges and attracting capital, technological challenges in high-tech systems, urban architecture considerations, social acceptance considerations, Physical and communication infrastructure, safety and security considerations.
Therefore, in the first place, it is suggested that introduction and promotion of the importance of this ecosystem should be prioritized in order to accept the government and society. After that, the interaction with the players in this field should be done in order to understand the limitations and obtain approaches to solve some challenges, especially security considerations.
Among other measures in line with the development of this ecosystem, as suggested by the Parliament Research Center, is the feasibility of creating and upgrading airport infrastructure and benefiting from the capacity of satellite airports, and examining the capacities in the field of quality improvement and quick access to public social services and air tourism.
Vision in 6 stages
In this report, the Parliament Research Center has divided the prospect of achieving development in Iran’s space ecosystem into six stages. Currently, Iran has passed the third stage, including general aviation services for the transfer of essential and emergency items and passenger transportation, and is in the fourth stage, which is the creation and development of planned services in short routes with frequent flights.
Advances in electronics, telecommunications, new energy, communications, sensors, and data analytics, along with significant cost reductions due to the availability of high-performance commercial components, have created entirely new opportunities, and various stakeholders with backgrounds in aeronautics, technology , ground transportation as well as start-ups financed through equity investment have joined this ecosystem.
It is estimated that by 2040, the value of the services provided in the ecosystem of advanced air transportation systems and its global market will reach 1.5 trillion dollars. The evolution of advanced air system technology development and its future can be categorized into 6 stages (phases).
Finally, it seems that the initial steps that should be taken into consideration in the direction of the development of Iran’s air ecosystem in the current situation include things such as introducing and promoting the importance of this ecosystem in order to accept the government and society, the interaction of actors in order to recognize the limitations and find solutions to solve some challenges.
In particular, security considerations and the review of capacities are in the field of improving the quality and quick access to public social services and air tourism.
