In this regard, the parliament Research Center has published a report entitled “Institutional mapping and division of national labor in the field of artificial intelligence development and data-driven governance”. In this report, an attempt has been made to draw a map of the major institutions in charge of this technology in the country and to present the proposed national work division in the field of artificial intelligence in accordance with the inherent missions of these institutions.
Policymaking in the field of artificial intelligence requires knowledge sharing
Investigations by the parliament Research Center show that policy making and management of efforts in the field of artificial intelligence require strengthening, cooperation and knowledge sharing, investment in research and development, capacity building and workforce restructuring, data-driven governance, privacy protection, development of international cooperation, institution mapping and The division of labor is national.
As stated in the research center’s report, it is better to create a convergence in the efforts to regulate artificial intelligence and to ensure the responsible and ethical use of this technology, regulatory bodies should be formed to support and speed up the regulation and supervision.
Also, the creation of mechanisms for evaluating and verifying artificial intelligence systems to ensure compliance with legal standards, regular monitoring and evaluation of the implementation of artificial intelligence systems and identifying any bias or discriminatory practices are among the duties of these institutions.
In another part of the report of the Majlis Research Center, it is stated that due to the necessity of agility and flexibility in the development of artificial intelligence, some things should be kept in mind. For example, in the first place, it should be considered that the role of the Supreme Council of Cyberspace and the National Center of Cyberspace in governance and policymaking is key to the development of artificial intelligence.
Also, the role of the Council of Technologies and Knowledge-Based Productions, the Strategic Technologies Development Headquarters, as well as the Scientific and Technological Vice-President of the Presidency, is in creating convergence and capacity building for the management and application of artificial intelligence in the executive field.
Another point mentioned in the research center’s report is that the Ministry of Communications and Information Technology has a strategic role in the field of providing stable infrastructure, regulating infrastructure regulations, monitoring and regulating ethical standards and protecting data and privacy. This ministry should provide an all-encompassing umbrella under the supervision of the National Center for Cyberspace to create convergence between multiple regulatory agencies and create a powerful monitoring and surveillance capacity.
Along with regulation, it is important to create appropriate legal capacities and space to deal more intelligently with challenges, violations and crimes related to artificial intelligence, including effective governance requirements. Therefore, there is a need to develop the judiciary, specialized courts and related arbitration institutions.
Of course, in this report, it is also mentioned that due to the inevitable dependencies of regulation and arbitration and judicial areas, the presence of representatives of the judiciary in the regulatory working group and consideration of judicial considerations in the formulation of regulations and guidelines in the field of artificial intelligence is necessary.
