Filtering and Javad Amel, businesses should unite with people to get out of the status quo and make demands.
According to Iran digital economy annotation, after the publication of the report of the Electronic Commerce Association on the state of the Internet in Iran, one of the topics that received a lot of attention was the issue of the security of the Internet and the lack of accountability of government institutions regarding its state. Neshan CEO, as the manager of one of the applications that people are involved with on a daily basis, acknowledged and announced that the Internet in Iran has become a security issue, which does not seem to have a specific guardian.
“Javad Amel”, the CEO of Neshan, talked to reporters about the report of the Electronic Commerce Association. In response to reporter’s question that the Internet has become a dangerous issue that has led to the growth of malware and how this issue harms users, he said:
“This point stated in the report of the Electronic Commerce Association is absolutely correct and the phone Iranians are considered to be among the most polluted smartphones in the world, and the reason is very clear; Filtering happens in this unrestrained and irregular way, and the user has to resort to filter breakers to solve a simple need. In this range, the more secure mechanisms are limited and the user has to switch to insecure filter breakers.”
He further considered this as a threat to both users and the country’s startups and online businesses and said: “These insecure filters can be a place for cyber attacks, the simplest of which is DDoS. Also, many Iranian startups have domestic origins and have been accessed on the advice of the Iranian government, which is not a business method at all, but opens the way for cyber attacks. This is the reality we are dealing with today.”
Discrete trustees, without decision making and executive power
Javad Amel told reporters regarding the authorities’ lack of response regarding the quality of the Internet: “I don’t see any reason to reject the proposition that the Internet has become secure.”
The extremely discrete decision-making methods and locations of the National Security Council and intelligence and security institutions also confirm that the Internet has become very secure. My personal belief is that this happened by mistake and the country’s power is spent on something useless, which I think may turn this security effort into a security challenge.
He went on to say: “In the field of the Internet, apparently, there is no specific policy maker among our officials, and decision-making in this field is ambiguous. Although there are many influential people in this field, it is not clear who makes the final decision. The history of these people does not indicate that they intend to make a decision for the benefit of the people, but it indicates their security view on the issue of the Internet.
The agent added: “When the space becomes security and the decision-maker is not clear, it is natural that no answer is obtained. For example, if we look in the media for the history of fixing the Google Play filter, we will see that this issue keeps changing hands, but in the end, no one answers and it seems that no one is found responsible. They all point the finger at each other, which is a sign of the security environment. For example, a simple issue like fixing the Google Play filter eventually gets lost among different voters and is not decided on quickly.”
Neshan’s CEO complained about the inconsistency of the Internet regulators and said:
“While they come to the conclusion very quickly for filtering, and when they want to close, they close very quickly, but when they want to open and review the filtering, it takes three years.” The lack of a trustee has made the issue of security more complicated. Individual trustees do not have enough power or courage to make decisions on their own, and in the end, the decisions become long and vague, and because it is a security issue, it remains suspended.”
Neshan-specific problem: Disruption of GPSs
Referring to the fact that Neshan is an application that people deal with on a daily basis, Neshan’s CEO explained about the effect of Internet disturbances on this application and divided these types of disturbances into two categories. The first category of these disruptions are general and involve most businesses and people, but the other category of these digital disruptions is in the field of GPS:
“Part of the problems we experience are the same problems that businesses in general experience. “Part of our work, for example, the area related to Snap and Tapsi, is involved with the driver’s user’s livelihood, and apart from that, if the application is disrupted, another part of our users who are looking for directions will lose their time in traffic.”
Javad Amel explained the problems caused by filtering and expressed his displeasure with the fact that users end up seeing disruptions on the platforms without knowing about it.
He added: “The problem we experience is that sometimes at least one IP range is filtered, and it is very difficult for our colleague to find this problem and to find the reason for the report that the user gives us, and for example, the user does not see the color of the traffic on the map. The reason is that this IP range is closed.”
To further explain this issue, the agent gave an example from one of the operators: “For example, we encountered this problem during a period when, due to the so-called smart filtering, a part of the signal was not available for some users in one of the operators, such as Mobile First, and the packets These IP ranges were blocked. In fact, a group of users who used the first mobile operator, their requests were not sent to the Neshan servers to receive a response. What this user sees in the end is that the Neshan does not work and is not aware of the filtering that is behind this issue.
The second issue in digital disruptions, which is considered a specific issue and involves Neshan users, occurs in the GPS space. The CEO of Neshan said about this: “This issue cannot be specifically considered as internet disruptions, but a disruption has occurred in the virtual space, and it is GPS problems that occur in various cities for various reasons and show the user at the airport or parks in the east of Tehran. While the user is not at that point. This is another disruption on the other side of the digital space that we and our users are dealing with. This issue involves us and users, whether they are ordinary people or Snap and Tapsi drivers.”
All the blame goes to the platforms
Further, the agent stated that he agrees with the contents of the e-commerce association’s report regarding the review of filtering and removing IP filters and said that the association’s suggestions for this issue are correct: “My suggestions are similar to the association’s suggestions and I believe that these events announced in this report (filtering review) should happen and it is not true that only a few specific IPs should be unfiltered, but we need to review the entire space of restrictions and disturbances and the issue of speed, and all this together. They have created a whole.”
Neshan’s CEO said about the gap between people and businesses due to these disruptions: “In recent years, there has been a gap between people and businesses, and things like the work of the association and the work of the media help to repair this gap; Of course, users and businesses should demand and work together to improve these conditions.”
He added: “Of course, when it comes to business, the names of some businesses that benefit from these conditions always come to mind; Businesses that have commercial and economic interests in the current situation – which should be crossed off this list. But the businesses that are really protesting should demand together with the users to improve the internet conditions so that the matter is heard more; “Just like what was done in the e-commerce community and created momentum.”
With this wave of immigration, no more filtering experts can be found for the government!

Javad Amel also said about the disruption in the development of the brand, considering the existing conditions that ultimately lead to migration: “This issue is not limited to the IT industry and startups, but everyone is struggling with the Internet. The most important effect of this space is that our colleagues, whose time and energy are wasted behind this filtering, if they have several good reasons for migrating, another reason is this waste of time behind the filtering space.”
According to him, the issue of putting human resources at risk is more than just the field of IT businesses: “Now all fields are involved with this issue, and the technology industry is one of the oldest; currently, no company is safe. The subject of immigration is both personal and private and in the professional field. “Every day we say goodbye to friends or human forces.”
Regarding the excessive wave of immigration among Iranian professionals, he added: “In my opinion, one of the reasons for the migration of IT people is the problem of the Internet and the vision we see in the future, which apparently does not even have a special guardian to try to improve it. I must say that men will have a hard time even finding specialists to expand their filtering later on.”
