During the review of the budget bill 2024, the parliamentarians obliged the municipalities and the Ministry of Roads and Urban Development to issue licenses for drilling and installation of optical fiber equipment within 15 days after the request of the operator.
According to Iran digital economy annotation, today the representatives approved the income sections of clauses A, B and C of Note 11 of the 2024 budget.
In paragraph A of this note, the executive bodies have been obliged to spend money to upgrade their security infrastructure, the revenue part of which has been approved. In this section, it is stated:
“In order to guarantee and improve the level of network security, they should devote themselves to the security of their infrastructures and systems and to effectively prevent the occurrence of computer security (cyber) incidents in their devices. The executive regulations of this paragraph, including the exception cases, according to the proposal of the Ministry of Communications and Information Technology, will be approved by the Board of Ministers within one month after the entry into force of this law.”
It is also mentioned in paragraph b of note 11: “The balance of the optical fiber network development account subject to paragraph “S” of note 77 of the budget law of the year 2023 of the whole country will be transferred to the fund account after the establishment of the fiber development fund.”
In this section, the government had exempted the amounts paid to operators from this fund, which apparently the Consolidation Commission has removed from this section.
Also, the municipalities and the Ministry of Roads and Urban Development are obliged to cooperate with the operators according to paragraph P of this note. In this paragraph, it is stated: “In order to speed up and facilitate private sector investment in the development of the country’s optical fiber network, municipalities across the country and the Ministry of Roads and Urban Development are obliged to issue permits for drilling and installing equipment in urban roads and roads outside the city as much as possible.
15 days after receiving the request of the operator introduced by the Ministry of Communications and Information Technology and in compliance with the terms and conditions and tariffs approved by the Commission for the Regulation of Communications Regulations and with the cooperation of the municipalities, submit them.
In November 2022, the Regulatory Commission had determined in two separate resolutions the tariff and ground clearance requirements for duct, subduct, micro duct and fiber optic installation and the use of masts and poles for fiber optic installation. Since then, the challenges for fiber optic operators to drill have been partially resolved, but not completely resolved.
