Eisa Zarepour stated: One of the important issues in the Ministry of Communications is the national information network, which has been discussed in the country for nearly 12 years and has been demanded by the supreme leader many times.
According to the IDEA, pointing out that Australia started its national information network in 2012 and today this network is active in this country, but it is still neglected in Iran, he said: Today, the Ministry of Communications has the full capacity to realize this. The network has been implemented and three meetings are held every week for this topic.
Zarepour stated: The National Information Network is actually a high-speed, high-quality and secure network in the Islamic Republic of Iran, which provides fast and quality services to the people and will insure the country in various sectors in the future. This network had 23% progress at the beginning of the 13th government, and today it has reached 63% progress, and the project is controlled every week.
Referring to the issue of communication infrastructure, he said: the country wants a high-speed network, and this speed cannot be achieved except for optical fiber, and the goal is to cover 20 million households with its development. In the past, international internet gateways were developed and we also had developments in the country’s communication infrastructure network, but in the field of fixed communications, there was no good development along with investment, that’s why we focused on the weak points.
The Minister of Communications and Technology stated: “The development of optical fiber in the country is a difficult task, but the necessary funds, laws and directives have been provided, and the work has started in 200 cities and has been completed in 100 cities, and the Internet speed of 800 megabits per second has been achieved.
Stating that this big project is ongoing and we are not satisfied with Iran Telecommunication Company and we are working with 9 other operators, he said: Second and third operators are planned in each province and for small cities outside the centers of the provinces, For every business and home covered by fiber optics, the government pays a subsidy of 1,200,000 tomans to the operators; 500 thousand tomans are paid in the centers of the provinces, apart from the big cities.
Zarepour stated that today this network has been acquired at a very small cost and the created infrastructure belongs to the government, and added: In fact, a national network is being launched, which is the infrastructure of the country’s development for at least the next 50 years. The fourth generation industry is directly related to this network and will bring the development of the country.
He continued: Everyone should consider these projects as their own, and the fruits will definitely reach the people. The work should move forward with maximum cooperation and speed so that we can witness the opening of the entire project in the province within the next seven months. A competitive process is also considered in the metropolises, this project was supposed to be done within 10 years, but due to the existing delays, we have to do the work within three years, that’s why the work cannot be carried out with one operator, it must be done by all The capacities should be used and today a fiber movement has been launched in the country.
Zarepour stated that a dashboard to check the progress of work and projects has also been launched for the people, and said: In the fiber optic development project, until the end of the 13th government, fiber laying is on the agenda, but this project is in the seventh law in the form of connecting homes to the Internet. Stating that 20% of villages have remained connected to the high-speed and stable Internet, he said: By the end of this year, villages with 20 households will be connected to the Internet, and 5,400 villages have been connected to the Internet until now, and the next year is aimed at improving the quality.
Stating that data centers are being set up inside the country, the Minister of Communications and Technology said: Traffic exchange points in the country are being developed and strengthened.
He clarified: In the discussion of basic services and on the three-view network, “adopting the approach of creating a balance and focusing on domestic platforms such as China, focusing mainly on the regulation system to control and manage international platforms such as most European countries, and accepting the dominance of international and mostly American platforms It exists in many countries of the world.
Zarepour said: Today, borders do not mean physical borders, the American border is a place where its platforms are active and have even taken over the movement of public opinion and community management. All advanced countries have thought to set up platforms by compensating for their backwardness, otherwise they will be colonies, and today it is a good thing that our young people are trying to get rid of foreign platforms.
Referring to the development of domestic platforms in the country, he said: Last year, ETA had 1.5 million users, while today 17 million people use this space daily, and today I am a full supporter of domestic platforms.
Regarding dealing with filter breaker sellers, Zarepour said: We do not have a line of law to deal with profit-seeking people in the discussion of filter breakers and its sellers, and as long as this is the case, we should not expect the Ministry of Communications to collect this space. In this regard, we need legal tools, and in the 7th Development Plan of the Parliament, it was a good companion in the field of lawless affairs, but we do not have the law to manage cyberspace.
He emphasized: “If 100 million people enter the internal social network, we will definitely provide the infrastructure, but people must be justified and convinced, and this explanatory and promotional work is not within the scope of the Ministry of Communications’ duties.”
The Minister of Communications and Technology stated: In this year’s budget bill, in the security issue, one to two percent of the device budget is allocated for security, and this capacity must be used.
