To the IDEA, today (October 24, 1402), during the review of the Seventh Development Plan, the representatives of the 11th Parliament approved the quantitative goals of the digital economy in Article 64 of the plan. Among these things, the progress of 99% of the national information network, the creation of 20 million optical fiber covers, reaching the 15% share of the digital economy in GDP, achieving the 75th rank in the e-government development index, and training 500,000 skilled and specialized human resources for the development of the economy. digital and virtual space of the country.
Before the voting of this article, Eisa Zarepour, the Minister of Communications, who was present in this meeting as a representative of the government, opposed the last clause of these goals, i.e. the training of 500,000 human resources, and said that this clause should be changed in order to avoid the financial burden. But the representatives voted for it despite the minister’s opinion.

Also, the parliament approved Article 65 of this bill, according to which: “The Supreme Council of Cyberspace is the focal point of policymaking, decision-making and coordination in issues related to cyberspace, and as the case may be, its approvals are binding for all executive bodies.”

The representatives also repeated part of the budget law 1401 and 1402 in paragraph p of article 65 so that it becomes a permanent decree. In this section, it is stated: “Executive agencies subject to Article 29 of the Law of the Sixth Five-Year Plan of Economic, Social and Cultural Development are obliged, with the announcement of the Ministry of Communications and Information Technology, to obtain permission to use their buildings and infrastructures, such as transmission beams, ground and underground communication routes, conduits.
