The Head of the Business Environment Improvement Council, referring to recent confrontations with some startup businesses, said: Both business operators and startups, which play a significant role in job creation, must respect the country’s laws. The government should also provide the necessary support to businesses. If a violation occurs or a warning is issued and not followed, the government should address the issue in a way that does not lead to the closure of businesses.
According to IDEA, Hamidreza Fouladgar, stated: The 13th government and the Ministry of Economy have taken several effective measures over the past two years as the main responsible entity for improving the business environment. These measures include drafting the executive regulations of Article 24 of the Business Environment Improvement Act (which had not been implemented since its approval), launching the national business license portal and the g4b system to facilitate business initiation, as well as continuous follow-ups in various meetings with the President, First Vice President, and economic ministries of the government to remove obstacles to production, investment, and business improvement in the field. He added: Despite these efforts, further steps need to be taken, and, more importantly, the formulated laws and regulations need to be properly enforced.
Fouladgar, recalling the conditions of stagflation in the country, said: Although the current economic growth rate is about 4%, a significant portion of this growth rate is due to increased oil sales. While economic growth should increase through increased investment and production. As stipulated in the Seventh Plan, a significant portion of the 8% economic growth rate must come from increased investment, and the rest should come from increased efficiency. He emphasized: If the barriers to work and investment are removed from the path of current economic actors, new investors will come, and capital will not leave the country. However, if an investor sees that an economic actor himself has no interest in continuing his work, he prefers to take his capital elsewhere or abroad.
Fouladgar continued: Therefore, despite the government’s good efforts to improve the business environment, we should see more than ever in practice the removal of business barriers, which will result in increased investment and production. The head of the Business Environment Improvement Council said: More importantly, conditions should be provided for non-governmental sectors, including the private sector, cooperatives, and guilds, to have a greater presence in the economy than before. The government can only take responsibility for a portion of the mentioned increase in investment, and it has limitations in this regard. Semi-governmental or non-governmental entities affiliated with public institutions can also handle a portion. However, if they open the way and remove obstacles, a significant portion of this investment will be carried out by private, cooperative, and guild sectors, and what the government refers to as ‘economizing’ the economy is nothing more than these sectors entering the economy. He emphasized that the government should solve this problem by removing obstacles to people’s investment in the economy. That is, it should eliminate the obstacles to the presence of the private sector, cooperatives, and guilds. Fouladgar referred to the sealing of some businesses in recent months and statements regarding the confiscation of their assets in favor of the government, saying: Both business operators and startups, who play an effective role in employment, must respect the country’s laws, and the government must provide the necessary support to businesses.
