The Minister of Communications awarded the Unified Network and Communication Services License, known as UNSP, to seven operators that had previously joined the National Fiber-to-the-Home and Business Program.
According to IDEA News, in the past year’s agreement on the development of access to fiber-optic networks for homes and businesses, between the Regulatory Authority for Radio and Communications and nine communications service providers holding the required licenses, an addendum was signed.
As per the decision of the Regulatory Commission regarding the convergence of fixed and mobile licenses and their subsequent addenda, mobile operators, upon obtaining this new license, can enter the fixed communications investment sector. However, considering the Ministry of Communications’ goal to achieve 20 million coverage of fiber-optic networks for homes and businesses by the end of the government’s term, this decision was reviewed and its content aligned with the determined objectives of the fixed communications development sector. This alteration enables fixed communication service providers to also obtain this license and join the national “Fiber Optics for Homes and Businesses” project.
Operators with communication networks can also provide all the services in this industry to subscribers by obtaining the addendum to the unified network and communication services license, without needing a separate license. Granting the integrated network and communication services license to seven operators in the country is a milestone in the history of national communications, paving the way for the smooth development of fiber-optic communications in the country. Going forward, we will witness the provision of high-quality communication services at speeds of several hundred and even several gigabits per second across the country. With such high-speed and quality infrastructure, the necessary groundwork for the emergence of new digital businesses and services will be established.

According to the Ministry of Communications and Information Technology, the operational plan for the National Fiber-to-the-Home and Business Program has been finalized in 29 provinces and 1,118 cities so far. The rest of the cities will be designated by the end of the month of Dey 1402 (January 2024). In 113 cities, municipal licenses have been obtained for the start of operational activities, and in 104 cities and 20 provinces, operational activities have commenced by the committed operators. According to the established plans, 8 million households will be covered by fiber-optic networks by the end of this year, and by the end of the 13th government’s term in 1404 (2025), this number will reach 20 million households.
Based on the information published on the IranFTTx.Ir website, up to now, 3,263,137 households across the country have been covered, and in the course of the operational activities carried out by operators holding the Unified Network and Communication Services License, the cities of Ilam in Ilam Province, Chalous, Khorramabad, and Abbasabad in Mazandaran Province, Bandar Charak and Kish in Hormozgan Province, and Qom in Qom Province have shown the most progress.
Today (Wednesday), in a ceremony attended by Eisa Zar’ei Pour, the Minister of Communications and Information Technology, Amir Lajevardi, the Deputy Minister of Communications and Head of the Regulatory Authority for Radio and Communications, and a number of regulatory officials, the first Unified Network and Communication Services Licenses, known as UNSP, were awarded to the CEOs of the seven communication operator companies.
In line with this, in today’s ceremony held at the Ministry of Communications, the companies Asiatech, Pishtazan, Irancell, HiWeb, Fanap, Sabanet, and Shatel, as the seven operators that had previously joined the National Fiber Optics for Homes and Businesses program, received the unified network and communication services license from the Minister of Communications.
