A digital economy task force has been formed under the Competition Council. The aim of establishing this task force is to facilitate the handling of anti-competitive practices in markets related to information technology and businesses in the virtual space.
According to IDEA, the Competition Council held a session on the 10th of Mordad, 1402, and approved the guidelines for establishing the digital economy task force under this council. The specialized digital economy task force is expected to facilitate the handling of anti-competitive practices in markets related to information and communication technology and businesses associated with the virtual space.
At the outset, certain responsibilities have been assigned to the task force:
Reviewing the fixed telephone regulations approved in session 466 of the Competition Council on the 10th of Khordad, 1400, and preparing a draft amendment for it.
Drafting regulations for pricing and access conditions for fixed internet markets (based on the decision of session 535 of the Competition Council).
Conducting a specialist analysis on the topic of calculating the fully allocated cost of services provided by the Telecommunications Company of Iran.
Analyzing the mobile phone and internet markets from a competitive perspective and providing necessary recommendations to the Competition Council.
In addition, the digital economy task force should examine other subjects in this field that are referred to by the Competition Council or the head of the National Competition Center. The task force should provide expert opinions on these matters.
Composition of the Digital Economy Task Force of the Competition Council:
The members of this task force will consist of one member of the Competition Council as the head of the task force, two experts in the field of information and communication technology selected by the head of the Competition Council, economic and legal deputies of the National Competition Center, the head of the Organization for Regulation and Radio Communication, and the head of the National Virtual Space Center.
Another member of the task force will be determined based on the topic under consideration. In matters related to the widespread audio and visual market, the head of the Organization for Regulation of Audio and Visual Media in the Virtual Space will be a member. In matters related to e-commerce, the head of the E-Commerce Development Center will also be a member of the task force.
As per the decision of the Competition Council, the economic deputy of the National Competition Center will be the secretary of the digital economy task force. Furthermore, stakeholders, representatives of other relevant organizations and entities, companies, institutions, and specialized associations actively working in this field, will, when appropriate, be invited by the head of the task force as invitees (without voting rights) to attend the meetings.
It should be noted that these decisions are binding from the date of publication on the Council’s website and the National Competition Center.
