The budget bill 2025 obliges municipalities across the country and all executive bodies to issue permits for digging and installing optical fiber equipment in urban roads and roads outside the city within a maximum of 15 days.
According to Iran digital economy annotation, today, October 22, 2024, the first part of the 2025 budget bill was presented to the Islamic Council. According to the forecasts made in the budget bill, within a maximum period of 15 days, drilling permits as well as exploitation of infrastructures and facilities and equipment should be provided to the operators active in the field of optical fiber at the disposal of executive bodies and municipalities.
This note supports the Budget Bill 2025 from Article 65 of the 7th Development Program Law. Although the law of the seventh plan emphasizes the development of optical fiber and the cooperation of all executive bodies and municipalities for the development of fiber, but in practice, the municipalities of metropolitan cities, especially Tehran, do not cooperate with operators for the development of optical fiber.
Now, according to paragraph B, Note 6 of the budget bill, it is stipulated: “In order to accelerate and facilitate private sector investment in the development of the country’s fiber optic network, municipalities across the country, the Ministry of Roads and Urban Development, and other executive bodies are required to issue permits for drilling and installing equipment in urban roads. and provide routes outside the city no later than fifteen days after receiving the request of the carver or operator introduced by the Ministry of Communications and Information Technology in compliance with the terms and conditions and tariffs approved by the Commission for the Regulation of Communications.
For the purposes of Article 65 of the Law of the Seventh Development Plan, all the institutions included in the above-mentioned article are required to submit a license for drilling as well as exploitation of the infrastructure, facilities and equipment at their disposal to contractors introduced by the Ministry of Communications within a maximum period of 30 days.
The first part of the country’s 2025 budget bill consists of four sub-sections including rulings, general government budget resource ceiling, operational, capital and financial balances, and the sale of resource and expenditure estimates. In terms of sources and expenditures, the total country’s budget amounting to $228 million was presented to the parliament.
